AN ORDINANCE ADOPTING A FISCAL BUDGET FOR 2006; MAKING APPROPRIATIONS AND AUTHORIZING EXPENDITURES FOR OPERATION OF VARIOUS DEPARTMENTS OF CITY GOVERNMENT FOR THE PURCHASE OF MATERIALS, SUPPLIES, EQUIPMENT, AND SERVICES COVERS: GENERAL FUND OPERATIONS, STREET FUND, EMERGENCY MEDICAL SERVICES FUND, AND SANITATION FUND; DECLARING AN EMERGENCY; AND, FOR OTHER PURPOSES.
BE IT ORDAINED AND ENACTED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS:
SECTION ONE: The Budget for the operation of the various Departments of the 2006 General Fund of the City of Jacksonville, Arkansas, shall be as follows:
Estimated Funds Available for the
2006 General Fund: $ 14,592,173
Budgeted Disbursements for 2006:
1. General Government $1,617,354
2. Public Safety 9,282,643
3. Judicial 534,997
4. Public Works 3,157,179
TOTAL $14,592,173
SECTION TWO: The Budget for operation of the 2006 Street Fund of the City of Jacksonville, Arkansas, shall be as follows:
Estimated Funds Available for the
2006 Street Fund: $1,832,749
Budgeted Disbursements for 2006: $1,832,749
SECTION THREE: The Budget for operation of the 2006 Sanitation Fund of the City of Jacksonville, Arkansas, shall be as follows:

Budgeted Disbursements for 2006: $ 1,371,125

SECTION FOUR: The Budget for operation of the 2006 Emergency Medical Services Fund of the City of Jacksonville, Arkansas, shall be as follows:
Estimated Funds Available for the
2006 EMS Fund: $ 713,850
Budgeted Disbursements for 2006: $ 733,850
SECTION FIVE: In adopting these budget expenditures and salary rates, the City Council specifically follows the direction contained in the City’s salary plan as presented by Public Sector Personnel Consultants for City employees in establishing a base salary plan which reflects the external prevailing salary rates. To the extent that this plan can be supported by current revenue projections, the City Council does so in its belief that the salary plan, as adopted, provides an updated and equitable salary plan for all City employees.
SECTION SIX: The appropriations made herein include additional pay for holidays for all agents and employees of the City of Jacksonville, Arkansas, including, but not limited to, uniformed employees as provided for and by the laws of the State of Arkansas. The appropriations made herein shall not include any expenditure(s) over and above the income received and monies held by the City.
SECTION SEVEN:All Ordinances or parts thereof that are in conflict with this Ordinance are hereby repealed to the extent of said conflict.
SECTION EIGHT: If the City Government is to operate in an economical and efficient manner, it is imperative that a Budget be adopted for the guidance and instruction of said aforementioned funds. Therefore, to promote the public welfare, health, and safety, an emergency is hereby declared to exist, and this Ordinance shall be in full force and effect on and after January 1, 2006.

ORDINANCE NO. 1264 (#27 - 05)
AN ORDINANCE AMENDING JACKSONVILLE MUNICIPAL CODE §2.90.010; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES.
WHEREAS, the Jacksonville Advertising and Promotion Commission, created by Ordinance No. 1193, determines appropriate expenditures for the development, establishment, improvement, maintenance, and operation of recreational and tourist facilities within the City of Jacksonville; and,
WHEREAS, it has been determined that certain modifications are needed to the terms and conditions to obtain more qualified candidates for the Commission, and it is in the best interest of the citizens of the City of Jacksonville that said Code be amended to allow a broader membership range.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JACKSONVILLE, ARKANSAS, THAT:
SECTION ONE:Pursuant to ACA § 26-75-605, JMC § 2.90.010 shall be amended, modified, and changed to read as follows:

The Advertising and Promotion Commission shall consist of seven (7) members. All shall be appointed by the Jacksonville City Council, and membership shall consist of the following: two (2) members of the Jacksonville City Council; four (4) members who are Pulaski County residents and owners and/or managers of businesses/entities in the travel industry, three (3) of whom own and/or manage a restaurant, hotel, motel, Bed and Breakfast, or other temporary lodging facilities located within the city limits of Jacksonville, Arkansas; and, one (1) Jacksonville resident who shall be from the public at large. The four (4) business representatives shall serve four (4) year staggered terms, the at-large member shall serve a term of four (4) years, and the City Council member shall serve the term of their office(s). All appointments to and service of this Commission shall be conducted under the terms and conditions outlined in ACA § 26-75-605 and other applicable local, state, and federal laws.
SECTION TWO: All appointed parties serving as current Commission members shall serve the remaining portion of their unexpired terms, as those terms are unaffected by passage of this Ordinance.
SECTION THREE:All Ordinances or parts thereof in conflict herewith are hereby repealed to the extent of such conflict.
SECTION FOUR: It is hereby ascertained and declared that efficient operation of the Jacksonville Advertising & Promotion Commission is essential to the community. Therefore, an emergency is hereby declared, and this Ordinance, being necessary for the immediate preservation of the public peace, health and safety, shall take effect and be in force from and after its passage.
