An ordinance adopting the attached amendments to the city of sherwood’s annual leave policy, and for other purposes.
Now, therefore, be it ordained by the city council of sherwood, arkansas, that:
Section 1: based on the recommendations of the office of human resources, the city recognizes the need to make changes to the current annual leave policy, specifically the current option for unlimited conversion of the leave to cash (referred to as "buyback"); and the provision concerning carryover of leave beyond 240 hours per calendar year.
Section 2: the attached policy amendments are hereby approved for implementation on january 27, 2006.

Subject: annual leave
Purpose: the city of sherwood provides all regular full-time employees with paid annual leave each calendar year, based on their years of service. The purpose of this leave is to give employees time away from the job to spend extended personal time with their friends or family.
Procedure:
1. Regular full-time, non-uniformed employees receive the following annual leave:

3. All regular full-time employees may accrue up to 240 hours, or 30 days of annual leave, that may be carried over to the next calendar year if not used.
4. Any accrued, but unused leave in excess of 240 hours per calendar year will be lost if not used.
5. All annual leave must be approved prior to its use by the employee’s immediate supervisor or department head.
6. Department heads may request that their employees use annual leave at a time that is convenient to the operational needs of the department. However, department heads and managers should make every effort to grant annual leave requests when they do not interfere with the services provided by the department.
7. Sick leave may not be used in lieu of annual leave if the employee has insufficient accrued hours. However, annual leave may be used in lieu of sick leave with the approval of the employee’s department head.
8. Employees may request annual leave by completing an employee leave form2.
9. Department heads may establish individual departmental rules regarding the approval of annual leave requests, provided they are applied uniformly to all departmental employees.
10. Employees may request to receive cash for up to one (1) week of accrued, but unused annual leave, per calendar year. Their department head and the mayor must approve this request, referred to as a "vacation buyback".
11. Employees in requesting a "vacation buyback" should use the same employee leave form2.
12. Any accrued, but unused annual leave balance, at the time of an employee’s separation from service with the city for any reason, will be paid as part of the final check to the employee, minus any monies owed the city.
13. Annual leave time should be submitted on the departmental timesheet3 coded with a (v), and reflect the annual leave hours taken.
14. Department heads and managers should address employee abuse of annual leave as a disciplinary matter.
15. All violations of this policy should be documented using the disciplinary action form4.

An ordinance creating one custodian position administration department; declaring an emergency; and for other purposes.

Now, therefore, be it ordained by the city council of the city of sherwood, arkansas, that:
Section 1: this ordinance shall be known as the sewer commission budget ordinance for the city of sherwood, arkansas, for the twelve (12) month period beginning january 1, 2006, and ending december 31, 2006, reflecting estimated revenues and expenditures. The revenues therein are estimated to be $ 446,400.00, and the expenditures therein are estimated to be $ 446,400.00, and are subject to change. All appropriations are calculated on said available revenues, a summary of which is attached and made part of this ordinance.
Section 2: the respective amounts of funds for each and every item or class therein proposed for 2006, are hereby approved by the city council of sherwood, arkansas, and are hereby authorized and appropriated for the purposes therein set forth for the calendar year ending december 31, 2006.
Section 3: all ordinances or parts of ordinances in conflict herewith are hereby repealed.
