Ordinance No. 2006-19
Be it enacted by the Quorum Court of the County of Lonoke, State of Arkansas, an emergency ordinance to be entitled:
“An ordinance to amend Lonoke County Ordinance 2001-9, to add additional recipients of the voluntary tax and to adjust, as needed, the amount of voluntary tax to be levied; and for other purposes.”
Section 1. Lonoke County Ordinance 2001-9, Articles 1, 2 and 3, is hereby amended to read as follows:
Article 1. That the Lonoke County Council on Aging, the Lonoke County Exceptional School, the Lonoke County Fair Association, the Lonoke County Humane Society, the Lonoke County Cares and Food Pantry, and the Lonoke County Open Arms Shelter shall be funded in part by a voluntary tax assessed on a voluntary basis to all residents who will be given the opportunity, at the time of payment of real and personal property taxes to the Lonoke County Collector, to contribute an amount not to exceed the value of their real estate and/or personal property taxes in an amount not to exceed the value of their real estate and/or personal property taxes multiplied by 1 mill to said fund.
Article 2. Be there established the Lonoke County Local Agencies Fund, which shall be maintained through collections from the County Collector pursuant to this Ordinance. There shall be pro rata disbursements as received to the stated agencies as follows: the Lonoke County Council on Aging shall receive 13.47% of the monies collected; the Lonoke County Exceptional School shall receive 13.47% of the monies collected; the Lonoke County Fair Association shall receive 15.75% of the monies collected; the Lonoke County Humane Society shall receive 11.03% of the monies collected; the Lonoke County Cares and Food Pantry shall receive 3.77% of the monies collected; and the Lonoke County Open Arms Shelter shall receive 42.51% of the monies collected.
Article 3. The Wade Knox Child Advocacy Center shall be funded, in part, by an additional 1?4 of 1 mill voluntary tax, assessed on a voluntary basis, and paid at the time that all real and personal taxes are paid. The additional 1?4 of 1 mill may be collected in like manner as the 1 mill levied in Article 1 of this ordinance and shall be for the exclusive benefit of the Wade Know Child Advocacy Center.
Section 2. Repealer. All ordinances or parts thereof in conflict herewith are hereby repealed to the extent of such conflict.
Section 3. Severability. If any provision of this ordinance or the application thereof to any person or circumstance is held to be invalid, such invalidity shall not affect other provisions or application of the ordinance which can be given effect without the invalid provision or
application, and to this end the provisions of this ordinance are declared severable.
Section 4. Emergency. It is found and determined that the effectiveness of this ordinance is essential for the operation of county government and that any delay in its effective date would work irreparable harm upon the proper administration and the provision of essential county governmental programs. Therefore, an emergency is declared to exist and this ordinance being necessary for the immediate preservation of the public peace, health and safety, it shall be in full force and effect from and after its adoption.

Lonoke County Emergency Ordinance 2006-23
An Ordinance to Amend the Lonoke County Personnel Policy No. 10-2002, Declaring an Emergency and for Other Purposes. Whereas, Lonoke County Ordinance No. 7-2002 as amended by Ordinance No. 10-2002 established the Lonoke County Personnel Management System as the guide for procedures to be used in the further conduct of the County’s personnel functions, and Whereas, this Quorum Court finds that this personnel policy needs to be amended.
Now therefore be it enacted by the Quorum Court the County of Lonoke, State of Arkansas:
Section 1. Lonoke County Ordinance 10-2002, Chapter 4 “Employee Compensation and Fringe Benefits”, Subsection (D) is hereby amended as follows:
D. Sick Leave:
1. A full-time employee shall accrue sick leave at the rate of one-half (1/2) day for each full month employed.
Section 2. Public Record.
A copy of the amendment to the Lonoke County Personnel Policy shall be attached to the Personnel policy and the Lonoke County Clerk shall maintain a copy.
Section 3. Repealer.
All ordinances or parts thereof in conflict herewith are hereby repealed to the extent of such conflict.
